号称西日本最大的黑帮组织中岛组，在组长佐仓一诚（佐分利信饰）的率领下势力不断壮大。昭和41年，佐仓之好友阿部直行（高桥昌也饰）开办的纺织厂受到共和会威胁。共和会与中岛组为敌对帮派，早先已因地盘问题纷争不断。以此为契机，中岛组内部少壮派领导人辰巳周平（鹤田浩二饰）向共和会发动战争，并将其彻底摧毁。自此中岛组势力向奈良、北陆、山阳等地区推进。辰巳意图靠武力斗争将佐仓推为日本第一首领，佐仓则受家事困扰，亦要周旋于政客之中，疲于奔命。另一方面，警方针对中岛组的扩张实行压制，强迫其下各组解散。内忧外患的中岛组，能否渡过这一难关？
